The village southeast of Ottawa appointed as the mayor as temporary chief administrative officer when that position became vacant. The Province noticed, and pointed out that municipal employees cannot also be elected officals, resulting in the mayor's removal. Casselman found their loophole to save the mayor by creating a committee of elected officials to do the chief administrative officer’s job until a replacement is found.
