• The City has scheduled three open houses about the zoning process. The new official plan and the new mandated rules for cities to create more housing means that zoning laws will change.
• The Zoning By-law sets out rules for:

• • Where different types of housing and businesses are permitted
• • How much soft landscaping and space for trees is required
• • Where parking spaces can be located
• 
  The first one is tomorrow, at Nepean Sportsplex: 9:30 am to 12:00 pm.
  
  The next two are September 20 at City Hall 5:30 to 7:30 pm and 
  September 23 at the Ray Friel Recreation Complex 2:30 to 5:00 pm.

✈️ Grand Theft Airplane

•  Someone stole a small plane then immediately crashed it at Rockcliffe airport yesterday. One man was arrested and taken to hospital with serious but non-life threatening injuries. Two other planes were damaged. (CBC)

⛺ Housing

•  The mayor of Gatineau will bring up her city’s growing homelessness problem at Québec summit. The number of people without homes in 2022 was five times the rate of 2018, with shelters overflowing. Mayor France Bélisle will be attending a summit held by Québec municipalities on the reality of homelessness in different regions.  (Robyn Miller at CBC)

✏️ OC Transpo

•  The recent shutting down of the O Train cost OC Transpo $2.7 million in fares. In July, the entire network had 3.9 million trips, 400,000 fewer than projected. Pre-pandemic, it would be expected to have around 6.9 million trips. (Blair Crawford in the Ottawa Citizen)
  
  ➕ Related Transit services general manager Renée Amilcar says OC Transpo cannot give free service as an apology for shutting down the O Train because it would cost $15 million.
  
  As alternatives, Capital ward councillor Shawn Menard (Not Mendes! Not Mendes!) suggests free bus service for six months on Bank Street, Hazeldean Road, St. Joseph Boulevard, Montreal Road and Carling Avenue. 
  
  And Stittsville ward councillor Glen Gower suggests free O Train service on the Trillium and Airport lines in south Ottawa once they open.
  
  ➕ Related OC Transpo admits that some people are being left behind at O Train stations at rush hour.
  
  ➕ Related Transit committee member River ward councillor Riley Brockington says fare prices are not what are preventing Public servants from coming back, so a special pass for them is not needed.
  
  ➕ Related O Train will open at 7:00 am Sunday for runners travelling downtown for the Canada Army Run.

•  Someone made a fake ‘no twerking’ sign and posted it at St. Luke's Park on Elgin Street. Or possibly it means ‘No pretending to be riding motorcycles’. Maybe ‘No off-leash downward dog’. Anyway, whatever it is, someone doesn’t like you doing it. The City will be taking it down. (Josh Pringle at CTV)
  
  ➕ Related The National Capital Commission is interested in establishing a national urban park in Ottawa. Where? Don’t know. When? No clue. When will we find out? 🤷‍♂️ (That’s a Gallic shrug).

🛻 Convoy on Trial

Convoy co-organizers Chris Barber and Tamara Lich are currently on trial for their parts in the Convoy siege. We’ll mention when something interesting happens.

•  The videos that the court has been shown all week long, mostly social media but some newscasts, are to determine if any can be entered as evidence. No decision has yet been made.
•  The defence showed videos of Chris Barber asking supporters to stay peaceful and respect law enforcement. They also showed a video of former Newfoundland premier Brian Peckford. who came to Ottawa to support the Convoy, saying the words ‘Hold the Line’, arguing that the phrase is a support for Charter rights not for criminal acts. Located 100 feet underground, the caves were carved out of solid rock by acidic waters from a vast sea during the Paleozioc era. There are fossils on the walls and bats hanging from the ceiling.
