🤔 Tewin Development

Ottawa Bulldog is killing it on its coverage of Tewin and the heretofore unknown fact that the developers are paying three City employees in the planning department to work exclusively on the project. 

•  Bulldog has a copy of the Memorandum of Understanding between the City and the Tewin Landowners to fund the positions. It’s notable because a Memorandum of Understanding does not need to be approved – or even shown – to City Council, unlike a contract. It’s signed by Don Herweyer, Interim General Manager; Wendy Stephanson, Chief Financial Officer/Treasurer; and David White, Solicitor.
•  The discovery of this employment was made after a question was asked by Capital ward councillor Shawn Menard, who said he’d heard a rumour: here is the audio file of Menard asking the question.
•  And here is the audio file of the follow-up questions by Knoxdale-Merivale Councillor Sean Devine where City staff confirmed that the Taggard-funded staff work only on the Tewin file.
•  A Bulldog reader, who read the Memorandum, points out that if specialized knowledge is needed, the agreement allows the Tewin Landowners to fund an outside consultant who can plan on behalf of the City.
•  The Memorandum also allows the Tewin Landowners to review how City staff – not just the ones they pay for – are allocated on the project.
•  Former finance executive and CPA Ron Benn notes that although this is a Memorandum of Understanding, clause 42 says ‘Despite the characterization of this Agreement as a memorandum of understanding, the Parties expressly state that the terms and conditions contained herein are legally binding and enforceable by either Party’.
  
  Benn also notes that it can be cancelled with three months notice.

♿ Baxter Conservation Area

•  The Baxter Conservation Area has officially opened its Accessible Boardwalk Bridge, which allows wheelchair users to access the park. More than five kilometres of trails have been improved to allow those with wheelchairs or stollers better access. The Area is 10 kilometres south of Kars. (Andrea Bennet at CityNews)

🏗️ Former Bus Station

•  Three highrises with 1,300 apartments have been proposed for the former bus station on Catherine Street. Brigil Construction has submitted a plan to the City for towers of 32, 34, and 36 storeys, with 100 apartments reserved as ‘affordable’. (Arthur White-Crummey at CBC)

😬 Federal Public Employees

•  Some retired Federal employees are relieved that the switch of their dental plan to Canada Life has been delayed until November. Benefit plans for Federal employees switched from Sun Life to Canada Life last year, with a resulting thousands of complaints of denied benefits and poor communication. (CBC) 

🔥 Tunisian Residence

•  The residence of the Tunisian ambassador to Canada burnt down yesterday. There were no injuries reportedat the Rockcliffe residence, It's unknown if ambassador Mohamed Imed Torjemane was home. (William Eltherington at CTV)
